Infrastructure for preserving governed meaning

Paperhat is developing a deterministic, closed-world system in which one canonical semantic source governs every derived form.

Company and stage

The company is registered in New Zealand as PAPERHAT, LIMITED and presents itself publicly as Paperhat.

The immediate focus is technical validation, customer discovery, and a bounded public-sector trial — not broad product rollout. Paperhat does not claim an existing government partnership, completed sector pilot, production service, or compliance certification.

Current team

Paperhat currently has a solo founder responsible for product architecture, specification work, research, and business development.

The work grows from experience across software development, specification and technical communication, training, accessibility, and functional programming. Its central concern is eliminating downstream reinterpretation by preserving one governed semantic source across every derived form.

Paperhat Institute

Paperhat Institute is the research and specification project associated with this work. It is not currently presented as an incorporated institute, charity, independent standards body, or regulator.

Paperhat Limited is the pilot- and partnership-facing company. The Institute makes the research direction, principles, assumptions, limitations, and open questions legible.
